Opinion sought on Liverpool’s Knowledge Quarter development

A consultation began this month to ascertain public opinion on the £1 billion plan to transform Liverpool’s Paddington Village into a world-leading science hub.

Paddington Village is the epicentre of Liverpool’s Knowledge Quarter and is located on the outskirts of the city centre. The ambitious project aims to create approximately 10,000 new skilled jobs within a stone's throw of all the best Liverpool has to offer. By encouraging investment from knowledge-based enterprises it is hoped Paddington Village will become the most desirable new neighbourhood in the city.

With plans approved by Liverpool City Council, a public consultation will now run until 23 December. This will take the form of an open exhibition at Kensington Fields Community Centre on 22 November, between 14:00-19:00.

Situated in sight of the new Royal Liverpool Hospital, Paddington Village will be made up three zones to be delivered in three phases across a 30-acre site:

  • 1st Phase: tall buildings and a new urban square called Paddington Central complement the adjacent university buildings;

  • 2nd Phase: predominantly residential, Paddington South will consist of medium- to high-density development with plenty of green space;

  • 3rd Phase: Paddington North will also be largely residential, facing the serene Kensington Fields. 

Furthermore, the Royal College of Physicians (RCP) will establish a Northern Centre of Excellence at Paddington Central. With 1.8 million square feet of working and living space, the arrival of the RCP will mark the commemncement of the development's first phase.

Liverpool International College have also announced plans for an enormous ‘live-learn facility’, composed of accommodation and lecture halls for its overseas students, at the corner of the Archbishop Blanch site.

Joe Anderson, Mayor of Liverpool, announced the Knowledge Quarter at the International Festival of Business earlier in the year as one of five Mayoral Development Zones.

Of the project, he said: “Liverpool’s Knowledge Quarter is an absolute game changer for the city in terms of job creation and investment and will redefine our reputation as a world leading centre for research. Paddington Village is the flagship development for the quarter and plans for it are hugely ambitious as befitting its status.”
